City of Toronto Water and Solid Waste Rebate for Low-Income Seniors and Persons with Disabilities
Who qualifies:
- Senior 65+, or 60 to 64 on GIS, or 50+ with pension
- Or you get disability benefits (ODSP, CPP, WSIB...)
- Household income $62,000 or less
- Use under 400 m3 of water a year, metered

Deadline: 2 November 2026
Toronto gives a rebate on the water use part of your utility bill if you are a low-income senior or a low-income person with a disability. You may also get a rebate on the garbage (solid waste) part of the bill. The rebate is applied to your account, and you must reapply every year. The 2026 deadline is November 2, 2026.

Ontario Seniors Dental Care Program at Toronto Public Health dental clinics
Who qualifies:
- Seniors aged 65 or older
- Low income (the Province sets the limits)
- Free TPH care: Toronto, no dental insurance

- An application to the Ontario program first
Free dental care for low-income seniors (exams, X-rays, fillings, cleaning, some root canals, extractions and urgent care for pain) at about 25 Toronto Public Health and community health centre dental clinics.
For: Seniors aged 65 or older living on a low income who qualify for the Ontario Seniors Dental Care Program (the Province sets the income limits); Toronto Public Health's free care is for people who live in Toronto, have no private dental insurance and cannot pay.

Fair Pass Transit Discount Program (TTC)
Who qualifies:
- Toronto residents aged 20 to 64
- Low family income, after tax, under their limit
- Ontario Works, ODSP or Emergency Assistance count
What you need to apply:
- A PRESTO card
- Proof of income, or your OW, ODSP or subsidy ID
Apply any time. The discount lasts 12 months, then you may need to apply again. The Fair Pass monthly pass ended on August 31, 2026. Since September 1, 2026, TTC fare capping applies instead, so use the same PRESTO card all month.
A City of Toronto program that gives adults with low income 36% off each adult TTC fare paid with PRESTO, including Wheel-Trans. You pay $2.10 a trip instead of the regular $3.30. With TTC fare capping, once you reach 47 paid trips ($98.70) in the same month, the rest of your trips that month are free. The discount lasts 12 months.
For: Toronto residents aged 20 to 64 with a PRESTO card and low income. The limit for total after-tax family income is $22,691 for 1 person, $32,090 for 2 people, $39,302 for 3 people and $45,383 for 4 people. People getting Ontario Works, Emergency Assistance or ODSP meet the income rule. People getting Ontario Works, ODSP or a Toronto Child Care Fee Subsidy do not need income documents, only their member ID or file number.

Lower Child Care Fees (Canada-wide Early Learning and Child Care System)
Who qualifies:
- Families with a child under 6
- At a licensed program enrolled in CWELCC
What you need to apply:
- Nothing. The lower fee needs no application
No application and no deadline for the lower fee. Many centres have wait lists, so get on them early. Canada and Ontario extended their child care agreement to March 31, 2027.
Canada and Ontario pay part of the cost of licensed child care so families pay less. At child care programs enrolled in the Canada-wide Early Learning and Child Care (CWELCC) system, fees for children under 6 are capped at $22 a day. The provincial average is $19 a day. The Ontario page, updated September 2026, still lists the $22 a day cap.
For: Families with a child under 6 at a licensed child care centre or home child care agency that is enrolled in CWELCC. You do not have to apply for the lower fee. The reduction applies when the provider charges more than $12 a day. Families with low income can also apply separately for a City of Toronto Child Care Fee Subsidy.

Child Care Fee Subsidy (City of Toronto)
Who qualifies:
- Families living in Toronto, or moving here
- Children up to 12 years old
- Each parent works, studies or plans to study
- Each parent filed last year's taxes
What you need to apply:
- Your CRA Notice of Assessment
- Your ODSP statement, if you have one
- Names of child care programs you want
There is a waitlist, so apply as soon as possible. You can apply as soon as you are expecting a child (pregnancy or adoption).
The City pays part of the cost of licensed child care for families who cannot afford the full fee, and you pay a daily amount based on your income.
For: Families who live in Toronto or are moving here, with children up to 12 years old, where each parent works, studies or plans to study (or a parent or child has an extra support need) and each parent has filed last year's taxes (new immigrants this year and parents under 18 can apply without a tax return).

City of Toronto Funeral and Burial Help for People with Low Income
Who qualifies:
- The person died on Ontario Works or ODSP, or
- Was a Toronto resident without enough money
What you need to apply:
- Approval before signing a funeral contract
Toronto Employment and Social Services can pay for a basic funeral, burial or cremation when the person who died did not leave enough money. It covers funeral services, opening and closing the burial plot, and cremation with burial of the ashes or scattering. Services must be approved before you sign any contract.
For: People who die while on Ontario Works or ODSP, and Toronto residents who die without enough money in their estate for a basic funeral. The person making the funeral plans applies.

Ontario Works - Toronto Employment & Social Services
Provincial social assistance delivered by the City of Toronto: money for "food, shelter and other costs to people in financial need" plus prescription drug coverage, dental/eyeglass help, child-care start-up and job-search transport benefits. Apply online 24/7 (20-30 minutes), by phone via the Social Assistance line, or in person at the Employment & Social Services office assigned by postal code; a caseworker then follows up and asks for eligibility documents.
