City of Toronto Property Tax Increase Cancellation for Low-Income Seniors and Persons with Disabilities

City of Toronto Water and Solid Waste Rebate for Low-Income Seniors and Persons with Disabilities

Who qualifies:

  • Senior 65+, or 60 to 64 on GIS, or 50+ with pension
  • Or you get disability benefits (ODSP, CPP, WSIB...)
  • Household income $62,000 or less
  • Use under 400 m3 of water a year, metered

  • Water/utility account paid in full

Toronto gives a rebate on the water use part of your utility bill if you are a low-income senior or a low-income person with a disability. You may also get a rebate on the garbage (solid waste) part of the bill. The rebate is applied to your account, and you must reapply every year. The 2026 deadline is November 2, 2026.

Co-operative Housing Grant Program (City of Toronto, 2026)

Who qualifies:

  • Member of a non-profit co-op for 1 year or more
  • Household income $62,000 or less
  • A senior, or on disability benefits
  • No unpaid tax or utility amounts from past years

  • Your Co-op Occupancy Agreement (first time)
  • Notice of Assessment for 2025

Yearly grants for low-income seniors and people with disabilities who live in a non-profit housing co-op in Toronto, even if they do not get their own tax or water bill. The grants are $50 for property tax, $200 for water and $163.76 for solid waste. The City mails you a cheque.

Adult Day Programs at City of Toronto long-term care homes

Who qualifies:

  • Valid Ontario health card
  • Caregiver needs regular respite
  • Can take own medication and bear weight
  • No heavy physical care needed

Day programs, Monday to Friday, for seniors living at home who are frail, have memory problems or are isolated. People take part in social, recreational and exercise activities, get meals and snacks, and get help with daily tasks. It also gives family caregivers a regular break.

Wheel-Trans

Who qualifies:

  • Disability that limits use of regular TTC
  • Can be permanent or temporary
  • Not based on income or age

What you need to apply:

  • Application with a health care professional part

Wheel-Trans is the City of Toronto's accessible para-transit service run by the TTC for people with disabilities. Depending on your needs you may get door-to-door trips all the time, some of the time, or for a set time after an injury or surgery.

For: People whose disability (permanent or temporary) stops them using regular TTC for all or part of a trip. It is not based on disability type, income or age.

Ontario Works Guide Dog Benefit (Toronto)

Who qualifies:

  • You receive Ontario Works
  • Dog certified by an accredited training school

What you need to apply:

  • The dog's certificate or registration card

People on Ontario Works who have a certified guide, hearing or service dog because of a disability can get $84 a month per dog. The money helps pay for the dog's routine care and food. No receipts are needed, and the benefit is reviewed every 12 months.

Homemakers and Nurses Services Program (City of Toronto)

Who qualifies:

  • Age 18 or older, living in Toronto
  • Limited income and savings
  • Lasting disability or health condition, or 65+
  • Live in a self-contained unit

What you need to apply:

  • A doctor's letter about your condition
  • Income and savings details

A City of Toronto program that sends a homemaker to help with light housekeeping, laundry, shopping and meal preparation. It is for people with limited money who cannot do these tasks themselves. The City pays a subsidy after a financial check.

For: Toronto adults 18 and older with limited income and savings who have a lasting disability or health condition, or are 65 and older with an impairment. Seniors get priority.

Toronto Medical Items, Devices and Supplies help (Ontario Works and ODSP)

Who qualifies:

  • Get Ontario Works or ODSP
  • Or low income in Toronto, no social assistance
  • Not living in an institution
