City of Toronto Water and Solid Waste Rebate for Low-Income Seniors and Persons with Disabilities

Who qualifies:

  • Senior 65+, or 60 to 64 on GIS, or 50+ with pension
  • Or you get disability benefits (ODSP, CPP, WSIB...)
  • Household income $62,000 or less
  • Use under 400 m3 of water a year, metered

Toronto gives a rebate on the water use part of your utility bill if you are a low-income senior or a low-income person with a disability. You may also get a rebate on the garbage (solid waste) part of the bill. The rebate is applied to your account, and you must reapply every year. The 2026 deadline is November 2, 2026.

Low-income Energy Assistance Program (LEAP) - Ontario Energy Board

Ontario Energy Board emergency grant for households behind on electricity or natural gas bills and facing disconnection: up to $650 per household per year, $780 if the home is electrically heated, paid straight to the utility. "Assistance is only available if you are behind on your bill". Applications go through local intake agencies; for Toronto Hydro customers these include Albion Neighbourhood Services, COSTI, Neighbourhood Information Post, The Housing Help Centre (Scarborough), The Neighbourhood Organization, Unison and East York Housing Help Centre.

Ontario Electricity Support Program (OESP)

Who qualifies:

  • Ontario households with lower income
  • Income limits are by household size
  • Ontario Works or ODSP: you qualify

What you need to apply:

  • An application online at OESP.ca, or by phone
  • Reapply every 2 years (5 years if 65+)

Apply any time. The credit lasts 2 years before you must reapply, or 5 years if you are 65 or older or get a CPP disability pension.

A monthly credit taken right off your electricity bill for lower-income households, usually $35 to $75 a month, or $52 to $113 for Indigenous households, homes heated by electricity, and people using certain electricity-intensive medical devices.

Computers for Success Canada (Ontario: Renewed Computer Technology)

Who qualifies:

  • Live in Ontario
  • Meet the Low Income Cut-off (LICO)
  • 1 computer per person, 2 per household a year

What you need to apply:

  • Benefit statement, e.g. Ontario Works or ODSP
  • Pay slips, bank statements, T4s not accepted

A national charity that refurbishes donated computers for schools, non-profits and low-income Canadians. In Ontario it works through Renewed Computer Technology (RCT), whose Outreach Program sells renewed computers at low cost with Windows, Microsoft Office and a 1 year warranty. Pickup is free; delivery is $25 for a laptop or $35 for a desktop.

Toronto Public Library laptop and Wi-Fi hotspot lending

Who qualifies:

  • Have a TPL library card
  • Hotspot: no home internet, live in Toronto
  • Hotspot: one per household

What you need to apply:

  • Your library card
  • A flash drive to save laptop files

Borrow a Wi-Fi hotspot with unlimited monthly data (50 GB at top LTE speed) for up to six months if you have no home internet. There are no overdue fines. Some branches also lend laptops for in-branch use, 2 hours at a time with one 2 hour renewal. Note: all hotspots are checked out now; the next lending cycle is Winter 2027.

For: Toronto Public Library card holders. Hotspots are for people in Toronto with no home internet, one per household. Laptop borrowers under 18 need a parent to sign.

Connecting Families Initiative

Who qualifies:

  • Low-income family getting the CCB
  • Or low-income senior getting the GIS
  • Must get an invitation letter

What you need to apply:

  • Activation code from your letter
  • Full name and address from the letter

A Government of Canada program that gives low-income families and seniors home internet for $20 a month or less. Plans include 50 Mbps download and 10 Mbps upload speeds with at least 200 GB of data. Low-cost devices may also be offered while supplies last.

For: Low-income families who get the Canada Child Benefit and low-income seniors who get the Guaranteed Income Supplement, who receive an invitation letter from the Government of Canada.

Enbridge Gas Home Winterproofing Program

Who qualifies:

  • Enbridge Gas account in your name
  • Home heated by a gas furnace or boiler
  • 1 person: income up to $48,220 before tax
  • Or on Ontario Works, ODSP, LEAP or GIS

What you need to apply:

  • Notice of Assessment or benefit statement
  • Black out your SIN on the papers
  • Landlord permission if you rent

Free home energy assessment and free upgrades like insulation and draft proofing for lower-income homes heated with natural gas. A qualified contractor installs the work. You may also get extra upgrades such as appliances and LED lighting through the Energy Affordability Program.

Free energy upgrades for Ontario households with lower incomes, to help cut hydro bills. Comprehensive support may include LED bulbs, an energy-efficient fridge, high-efficiency showerheads, a smart thermostat or a cold climate heat pump. Households with somewhat higher incomes can get a free energy saving kit with items like LED bulbs and weather-stripping.

Ontario Trillium Benefit (OTB)

Ontario benefit paid via the tax system that combines the Ontario Sales Tax Credit (up to $378 per person plus $378 per spouse and each child under 19), the Ontario Energy and Property Tax Credit (up to $1,307 for ages 18-64, $1,488 for 65+) and the Northern Ontario Energy Credit. "Each year, you must apply for the Ontario Trillium Benefit" by filing a tax return with the ON-BEN form; payments start in July, and amounts over $500 can be monthly or a single June payment.
